You can use HBook filters to adjust a sending window, but it is not possible for the emails to be sent at an exact specific time.
How do the scheduled emails work?

We use WordPress scheduled events, that are cron jobs which are automatically set to run hourly. Therefore, theoretically, HBook checks hourly if there is a scheduled email that has to be sent.

However, these cron jobs actually run only when someone visits your website, either from the backend or front-end. That is why emails can be not be sent at a specific time of the day.
What is the default sending window?
By default, HBook sends emails between 7am and 11pm.
